Here are some pictures of my plugging the tube and then filling the aperture. I epoxied a wooden plug in the cutlass bearing, I figured it would be relatively easy to drill out, my intent with the whole project was to make it easily reversible. I then put two layers of glass over it, this was so it could be used immediately.
I filled in the aperture with foam, faired it with micro balloons and put on two more fiberglass/epoxy layers. I then sanded the rudder leading edge profile with a piece of dowel with sandpaper on it and fiberglassed that separately.
