My old rudder was original and was showing its 46 years of age Here is the old rudder and the blank for the new one. I used marine plywood laminated together with epoxy.

I made a carriage for the rudder shaft and clamped it in so that all the holes would be parallel. The fence/shelf was clamped so the drill was centered on the shaft. 144ps3

I taped the three holes for in bronze allthread. 144ps3

Then made a groove in the rudder blank for the shaft, I did a test run to make sure I had the fence right.

Next I clamped the shaft in the grove and lined up the hole to be vertical and drilled with the same drill I made the holes with. I removed the shaft and drilled the holes larger with a long in drill to depth of about 9 in. I then drilled a pocket hole in from the side with a forsner bit so I could put a nut and washer on the allthread.

Next I cut in the places for the gudgeon's You can see the pocket holes for the washers and nuts.

I then sanded the rudder to shape and bolted on the shaft and faired around the shaft.

I then test fit it on Tales.

I then fiberglassed the rudder, poor picture. I took the gudgeon's off for fiberglassing then cut it away and put several coats of epoxy under then before reinstalling.

Last, I faired the rudder then painted it.
